OpenAI has announced that it is extending access to its Daybreak program to the Government of Ukraine, with the stated goal of supporting the defense of civilian infrastructure against cyberattacks. The company describes Daybreak as an initiative designed to put its AI models at the disposal of select organizations facing significant cyber threats, offering access to capabilities beyond what is available to general users.
The move comes against a backdrop in which Ukraine has faced sustained cyberattacks, widely attributed to Russia-linked groups, since the full-scale invasion began in 2022. These attacks have repeatedly targeted energy grids, government networks, and telecommunications infrastructure. OpenAI has not disclosed detailed technical specifics about the capabilities being made available to Kyiv under the expanded access, nor the exact scope of infrastructure covered. The company states that the aim is to strengthen detection and response capacity against intrusions targeting critical civilian systems.
